Vice Chairman, Americas / International Director, Jones Lang LaSalle

Herman Bulls is Vice Chairman, Americas and an International Director at JLL.  He works with teams across the firm’s platform to secure clients and assist with the development of real estate strategies.  He provides thought leadership, strategic guidance and perspective to senior level executives for improving organizational performance by devising and implementing integrated real estate strategies which lower occupancy costs, increase productivity, and maximize value.  Bulls is the founder and former Chairman & CEO of JLL’s Public Institutions business, which specializes in delivering comprehensive real estate solutions for federal, state and local governments, nonprofit organizations and higher education institutions.  Additionally, he reviews merger and acquisition opportunities for JLL and was a 2015 representative of the firm at the World Economic Forum in Davos, Switzerland.    

During his 26 year career at JLL, he has worked in development, investment/asset management, facilities operations and business development/retention.  He has developed and maintains relationships with many of the firms leading public and corporate clients.  Mr. Bulls has also served as an expert witness on real estate matters in court and has testified before Congressional committees on real estate issues.       

Mr. Bulls co-founded and served as President and CEO of Bulls Capital Partners, a multi-family financing company under the Fannie Mae Delegated Underwriting and Servicing (DUS) program, with partners SunTrust and Goldman Sachs.  Additionally, he founded Bulls Advisory Group, a management and real estate advisory firm. 

Prior to joining JLL, Mr. Bulls completed over 11 years of active duty service with the United States Army. His last active duty assignments were working in the Office of the Assistant Secretary of the Army for Financial Management at the Pentagon and as an Assistant Professor of Economics and Finance at West Point.  He has completed the Army’s Airborne, Ranger and Command and General Staff College courses and served overseas in the Republic of Korea.  He retired as a Colonel in the U.S. Army Reserves.

Mr. Bulls received a BS degree in engineering from the United States Military Academy at West Point and a MBA in finance from Harvard Business School. 

Mr. Bulls’ corporate board service for Fortune 500 and private companies includes: Comfort Systems, USA, Exelis, Rasmussen, Inc., Tyco International and USAA.  He is also a member of the New York State Teachers’ Retirement System Real Estate Advisory Committee.  

He is currently a member of the Board of Directors of the Thayer Leader Development Group, the Military Bowl, a NCAA sanctioned football bowl game played in Annapolis each December and former Vice Chairman and current member of the West Point Association of Graduates Board of Directors. 

He is also a member of the Urban Land Institute, Leadership Washington, Real Estate Executive Council and the Executive Leadership Council, an organization of senior African American business executives from Fortune 500 companies.  In March 2015 he was appointed by the Secretary of Veterans Affairs to the MyVA Advisory Committee, an initiative which will reorient VA around Veteran needs and empower employees to assist them in delivering excellent customer service to improve the Veteran experience. 

Past service includes serving on the Friends and Family Board for the John F. Kennedy Center for the Performing Arts, Chair of the Fannie Mae National Housing Advisory Council and Chairman of the Executive Leadership Foundation.
